Project will construct new, 14-mile-long raw water main to provide additional, redundant water supply; CFPUA to contract, manage design in coordination with Lower Cape Fear Water and Sewer Authority and Brunswick County; Brunswick County to reimburse CFPUA for one-half of design costs

WILMINGTON, NC, February 8, 2017: Earlier today, the Board of the Cape Fear Public Utility Authority (CFPUA) approved several actions that will aid in the construction of an additional raw water transmission main from the Lower Cape Water and Sewer Authority (LCFWASA) intake site in Bladen County to Brunswick County. Both CFPUA and Brunswick County purchase water from LCFWASA and their supplies were impacted when a raw water main ruptured in October of 2016. Even before the break, the entities had determined that an additional raw water line would be beneficial to support regional growth and protect the well-being of their water customers.
The new main is to be constructed between LCFWASA's pump station and the three million-gallon ground tank located near Brunswick County's Northwest Water Plant, a distance of approximately 14 miles. LCFWASA, Brunswick County and CFPUA will agree to the final design criteria, which will define the basis of design for the pipeline. CFPUA will contract and manage design of the pipeline in coordination with LCFWASA and Brunswick County. Brunswick County will reimburse CFPUA one-half of the direct costs associated with the pipeline design phase efforts.
In its monthly meeting this morning, CFPUA's Board took three steps that will facilitate the design and construction of the additional raw water main:
•The Board approved an interlocal agreement between CFPUA and Brunswick County that allows CFPUA to jointly fund the design of a new raw water transmission main pipeline with Brunswick County;
•The Board approved the creation of a new capital improvement project under CFPUA's Capital Improvement Program to cover the entire cost of the design of the main; and
•The Board approved of the use of CFPUA operating funds to pay for its share of the design costs.
“Last fall we were again reminded that few things are more important than having a reliable supply of water,” Jim Flechtner, CFPUA Executive Director. “The actions taken today will move this essential project forward and add to our ability to keep our customers in water if future incidents occur.”
The agreement was approved by the Brunswick County Board of Commissioners Monday evening and next needs to be considered by the LCFWASA Board. A separate agreement will be developed to define ownership of the new main and allocations of its capacity prior to its construction.
