WILMINGTON, NC, February 24, 2014: The Cape Fear Public Utility Authority (CFPUA) is pleased to announce that, following an extensive selection process, Frank Styers has been named CFPUA’s new Deputy Executive Director and Chief Operations Officer. He replaces Jim Flechtner, who was chosen to serve as the Authority’s Executive Director late last year. He begins in his new role effective March 3rd.

Mr. Styers has served as CFPUA’s Director of Engineering since it began operations in 2008. “Frank’s leadership and guidance helped craft Engineering’s role in supporting CFPUA’s utility operations and fulfilling our strategic plan,” said Flechtner. “His long and varied track record of success makes him an ideal choice to help the Authority seize upon the momentum we have built.”

Mr. Styers was also responsible for facilitating the development and execution of CFPUA’s capital improvement program. His experience in dealing with infrastructure challenges also aided the Authority during the negotiation of its Consent Decree. He came to CFPUA from the City of Wilmington, where he served as the Deputy Director of Public Utilities, responsible for the general administration and management of the city’s public utility programs, including its Utility Capital Improvements Program, its Northeast Interceptor Deficiency Identification and Repair Program, and Capacity Management Program. Overall, Mr. Styers has more than 20 years of utility project experience as a consulting engineer, contractor, and public utility engineer. He has a Bachelor of Science Degree in Civil Engineering from the University of North Carolina in Charlotte, North Carolina.

Cape Fear Public Utility Authority (CFPUA) was formed by the City of Wilmington and New Hanover County to combine their water and sewer operations. It began operations on July 1, 2008. Today, the Authority serves more than 67,000 water customer accounts and more than 65,000 wastewater customer accounts. It oversees more than 1,000 miles of water distribution mains and nearly 1,000 miles of sewer mains.
