[ARCHIVED] CFPUA Board Approves Capital Improvements Plan

During its regular meeting Wednesday, April 9, the Cape Fear Public Utility Authority Board approved the Fiscal Year 2026 Capital Improvements Plan (CIP) totaling $210.7 million, as well as the organization’s 10-Year CIP, which totals $612.1 million.

The CIP includes all capital projects that CFPUA will undertake in the coming fiscal year, which begins on July 1, 2025. The CIP is not the FY26 CFPUA Budget, which the Board will approve at a regular meeting later this spring.

The single largest project in the FY26 CIP is the Southside Wastewater Treatment Plant Replacement and Expansion Project. Total costs for the project are estimated at $400 million, with $161 million in funding for Southside included in the FY26 CIP. Additional funding for the project was included in the FY25 CIP.

The table below summarizes the largest CIP projects by dollar amount. These projects comprise 93.7 percent of the total investment in the FY26 CIP:"CIP-Top-10"

The 10-year CIP includes projects scheduled through FY35. Approximately 64.3 percent of funding in the 10-Year CIP is allocated to rehabilitation or replacement of aging infrastructure.
